Please do not teach that any longer! I know that it is easier to teach and explain, but the players SHOULD be taught to play until the ball is dead. If you see that the runner is down or out of bounds then stop hitting!
Just because the whistle wasn't blown yet (sometimes there may be a very good and legitimate reason for not blowing the whistle right away) is no excuse to keep on hitting when the player was able to see that the ball was already dead.
Otherwise your team may be subject to a 15 yard-walk backwards.

That is a very good question. But it really shows how much (or rather less) you know about the current status of officiating.
If there are enough officials available to work all games -> right now this is all we can ask for!
So, as this must obviously be a veteran official, where do you want to take the "officials' coach" from?
Video review would be a good thing to have for the officials to evaluate themselves and have material at hand to get advice from experienced officials on how to improve.
But as a matter of fact, I know that there was a request posted for all team-associated officials. No, not to provide the game tapes themselves. The request was actually much easier: "please name the person and e-mail address of the person in charge of video taping for your team".
The result was: 1 answer (out of 35 teams) and the total number of videos received was: 4 games.
Need more examples like that?
Asking for better officiating is one thing, but doing virtually nothing (not that the request required something extraordinary) to support that simply speaks for itself.

If the call was the same, maybe the circumstances were slightly different?

I have respect for the refs, it is not an easy job to do, but in all honesty they are the only people getting money on the field in the Verbandsliga. So I should be able to expect a superb showing from them. The whole crew not just the experienced White Hat that is leaning heavily on his Umpire because the rest of the crew is new and has no idea what they are doing. We coaches and players put a lot of time and effort into what we do as our hobby and it can be very frustrating to have a ref with no clue to what he/she is doing throw a useless flag or tell you that he saw a penalty but it isn't his call to make!
It may be hard to accept, but either live with the quality of officiating or help improving it.
The vast majority of teams obviously seems to have accepted the current level, so it can be all that bad.
By the way, I'm very much against the often used argument "if you don't like the level of officiating, become an official yourself and show that you can do better than the current officials".
The only thing I would expect from a team that really wants to do something about the situation is to stop the annual "whose turn is it this year to be an official?" (or even worse the very prominent "the fine for lacking required officials is not that much higher than the cost and effort for finding someone, paying for the clinic and get him equipped, so why should I bother if I have enough team-associated officials?") and provide people who really want to officiate and who stick with it for more than two or three years.
I know those people are very hard to find, but modifying that approach alone would likely solve most of the problems you addressed.
